2024 美國對外投資審查法規新制及出口管制最新進度說明會
目的 Purpose
美國財政部於10月28日發布《關於美國管制在受關注國家投資涉及國家安全技術及產品的最終法規》，旨在解決美國在受關注國家對某些國家安全技術和產品的投資問題，最終法規提供了操作性規範，並詳細解釋了其意圖和應用方式，其涵蓋半導體與微電子、量子資訊技術以及人工智慧等三個領域。我國應持續關注美國此項新法規及出口管制之最新發展，以維護雙方的國家安全與經濟利益。
On October 28, the U.S. Department of the Treasury issued the Final Rule：Provisions Pertaining to U.S. Investments in Certain National Security Technologies and Products in Countries of Concern. This Final Rule aims to address U.S. concerns over investments in specific national security technologies and products in countries of concern. It provides operational guidelines and explains in detail its purpose and applications, covering the areas of semiconductors and microelectronics, quantum information technology, and artificial intelligence. Taiwan should continue closely following the latest developments regarding the new U.S. regulatory controls in order to safeguard the national security and economic interests of both Taiwan and the United States.
